Summary This is a full time, permanent position located at Mount Rushmore National Monument, Keystone, South Dakota. The position is responsible for management of customer support, systems administration, data management, telecommunications support, information technology and other electronic systems, equipment and components support at the unit. Responsibilities System Analysis, Project Management, Network Management and Administration, Application Programming, and end user support for NPS staff. The incumbent is responsible for providing technical assistance, facilitation of all aspects of database management, network administration, systems security and related IT assignments. The network system includes PCs, servers, switches, routers, storage arrays and multiple end users. Manages a complex computer network with geographically dispersed file servers, routers, workstations, and peripherals. Designs, documents, implements, and administers information systems, including network architecture, performance characteristics, software configuration, and user interfaces. Provides end user support and training to staff on information technology topics, skills and processes. Collaborates across boundaries to build strategic relationships and achieve common goals with park divisions, other IT Specialists, and regional staff. Travel Required Occasional travel - You may be expected to travel a couple nights per month for this position. Requirements Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You may be required to work evenings, weekends, holidays and overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.. Qualifications To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service that demonstrates competence in attention to detail, customer service, oral communication, and problem solving. Specialized experience is experience that has equipped the applicant with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Information Technology (IT) field or through the performance of work where the primary concern is IT. Specialized experience may include, but is not limited to the following examples: performing a variety of data base management activities, determining hardware, software, and telecommunications equipment necessary to accomplish unit objectives; managing the installation of automatic data processing resources to include the installation of computer hardware, local/wide area network hardware, computer and network system operating software, software upgrades and modification, major software applications, and network and data security and diagnose and resolve problems for a wide variety of applications, operating systems, and equipment. You must include hours per week worked. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or I possess such a degree that included a minimum of 24 semester hours in one or more of the fields identified above that required the development or adaptation of applications, systems or networks. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months, of the specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited education institution (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies. Education To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Occasional travel to field sites that may require some physical exertion. Minor lifting may be required. Usually less than 50 lbs. Working Conditions: The work is primarily performed in an office setting with some occasional field work at remote buildings within the park boundaries. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. TELEWORK: The National Park Service has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
